does not show levels correctly

i want to show 1 level of links in the sidebar menu.

 

this is one page

but it does not show the next level down of urls

 

the hiearchy should be

http://www.titlesloans.com

Alabama Car Title Loans

http://www.titlesloans.com/alabama/birmingham-al/

http://www.titlesloans.com/alabama/alabama-title-pawn/birmingham-al-car-titles-loans/alexander-city-al-car-titles-loans/

 

 

but it is not showing the “alexander-city-al-car-titles-loans/”  link on the birmingham page, it only has links to pages on the same level.

but on the “alexander-city-al-car-titles-loans/” page it has the links to the pages on the next level up.

 

i have it set to

“Always display child pages “

“Display levels of child pages”

 

please tell me how to get it to show the correct amount of links.
