If you are using a Navigation Menu, you will be able to drag which ever item you would like to the top of the menu.
If you are using a Page Menu you can set the “Order By” to “Page Order” and then order the page you would like to be first either using the “Page Attributes” settings on each page, or by using a plugin like “Simple Page Ordering” to drag and drop them.
